What is NJDEP doing?

Lead and Copper Plan

The NJDEP New Jersey Division of Water Supply & Geoscience is currently evaluating the Lead and Copper Plans, Water Quality Parameters Plans (WQP) and Sample Site Tier Certification for all public water systems that is currently using corrosion control treatment, including pH adjustment. NJDEP will evaluate each system for compliance under the Lead and Copper Rule 40 CFR 141.80.

Does this affect me?

A selective number of water systems have already received correspondence from NJDEP requiring a revised submission of their existing Lead and Copper Sampling Plans, WQP Plans, and Sample Site Certifications. The NJDEP will systematically correspond to all water systems over the next few months until each water system is evaluated. Failure to update and submit these plans may result in enforcement and fines.

Once the review is complete by the NJDEP, all water systems will be placed on the initial Standard Monitoring (every six months) for Lead and Copper (Pb&Cu) including monitoring (every two weeks) for Water Quality Monitoring ( WQP).

I think I have a Lead and Copper Plan already, am I ok?

In developing these plans for our clients, it has been our experience that most systems are not in strict compliance with the Lead and Copper Rule. Many have not properly identified Tier 1 (highest risk) sites and/or prioritized the sample sites correctly. Every community system we reviewed required a revision to the monitoring locations before submission.

Submitting the Lead and Copper ( Pb & Cu) and Water Quality Monitoring (WQP) plans without a thorough review and update is not recommended. The NJDEP is now requiring they be submitted in a new format, and including additional information that was not required in the past.

What can you do?

WRM has now reviewed, revised, and generated the appropriate documentation for multiple clients. It is our recommendation that any system employing corrosion control act proactively to ensure compliance with the new requirements before receiving a deadline from the State. WRM can generate all the documents required by the State. We can also assist in the performance of the accelerated monitoring schedules.
